The Florida Department of Highway Safety and Motor Vehicles (DHSMV) allows for a qualified third party administrator (TPA) to enter into a contract to conduct driver license testing. A TPA can enter into a contract with the DHSMV to administer class E knowledge exams to the public. A TPA can also enter into a contract to administer class E driving exams to the public.
Among the requirements of the contract between the FL DHSMV and the TPA is a $200,000 performance bond. Each type of administered exam requires a $200,000 performance bond be maintained by the TPA for the duration of the contract. If the TPA is contracted to administer both the knowledge and driving exams, the TPA would be required to maintain a $400,000 performance bond, $200,000 for each type of administered exam.
